About this opportunity
The Department of the Navy Naval Supply Systems Command is procuring hard-wired multi-channel cable television and high-speed internet services for Commander Navy Region Hawaii (CNRH) located at Joint Base Pearl Harbor Hickam. This combined synopsis and solicitation (RFQ N0060426Q4014) is being conducted as a sole-source acquisition under FAR 12.102 for commercial items and services, with responses due by February 25, 2026. The contractor must provide 24/7 cable TV service with 99% availability, high-speed internet access up to 300 megabits per second via wired connections, service response within one business day of initial contact, service restoration within 24 hours, and completion of new service installations within seven calendar days. Performance thresholds require 99% on-time service restoration, 99% completion of new installations, and 95% accuracy for quarterly inventory lists. All applicable FAR and DFARS provisions and clauses apply, with full text available at the referenced acquisition.gov and Department of Defense websites, and this is the only solicitation; no written solicitation will be issued separately.
This procurement involves no small business set-aside; the sole-source justification identifies Charter Communications Operating LLC as the only responsible source capable of providing both services with hardwired cable connections due to its exclusive ownership of the existing fiber optic and copper coaxial cable infrastructure at the base. The contract period of performance is 12 months beginning March 1, 2026, through February 28, 2027, covering services to over 81,000 military members, civilians, and others across locations on Oahu and Kauai. The FY26 requirements include one GIG Internet connection, six Enterprise Internet 500M connections, 69 TV Premier subscriptions, 121 cable boxes, and various other services across 70 master accounts. The estimated dollar value of the contract is redacted from available documents. The place of performance is Joint Base Pearl Harbor Hickam in Hawaii, with the Technical Point of Contact identified as Randy Morales at 808-473-0908.
