The solicitation seeks a contractor to design, procure, and install C4I systems for various foreign nations in support of authorized U.S. Department of Defense security cooperation programs. The Request for Proposal (RFP) N0003925R4004 will focus on acquiring, fielding, and sustaining tailored, interoperable C4I capabilities for international defense partners. Interested parties must submit questions and comments in writing to the designated Contracting Officer, Kristin White, and Contracts Specialist, Maggie Uriostigue, by the specified communication channels. The proposal response is due by April 8, 2025, with all future information to be posted on the NAVWAR e-Commerce website and Contract Opportunities platform.
The contract will be an indefinite-delivery indefinite-quantity (IDIQ) Multiple Award Contract with a five-year ordering period. Current incumbent contractors include Advanced Technology Systems Company, Forward Slope Inc., ITC Defense Corp, Solute Consulting, and Veterans First Initiative, LLC. The contract is structured with a hybrid Firm Fixed Price and Cost Plus Fixed Fee model, covering services, equipment, minor construction at non-U.S. government overseas locations, and other direct costs. The North American Industry Classification System (NAICS) code is 541330, with a size standard of $47 million. The government estimates contract award between July and August 2025, with potential contract value and scope spanning international defense infrastructure and technology integration projects. While initially noted as having a small business set-aside, the solicitation indicates no specific set-aside is being used for this procurement.
