About this opportunity

The Army Contracting Command at Redstone Arsenal is seeking a contractor to provide Command, Control, and Communications (C3) Integration and Modification, Maintenance, Enhancement and Engineering Support for Phase V (CTES V) of the CH-47F helicopter program and its variants. This procurement falls under engineering services and involves integrating software, avionics, and avionics architecture to enhance commonality with other Common Avionics Architecture System (CAAS) platforms. The Army intends to award this contract on a non-competitive basis to Collins Aerospace (formerly Rockwell Collins), LLC, though the government states that all responsible sources may submit offers for consideration. The solicitation is based on the justification that only one responsible source can satisfy agency requirements without substantial duplication of costs, as authorized under 10 U.S.C. 3204 and FAR 6.302-1. The pre-solicitation notice was posted on January 30, 2026, with an estimated closing date of February 14, 2026, though this date may be adjusted upon release of the formal solicitation and will not close prior to the stated date. Interested firms are encouraged to seek source approval through SAM.gov qualification procedures for aviation requirements to compete in future solicitations.

This contract is not designated as a set-aside and represents a follow-on award to Collins Aerospace, the current contractor on the CTES program. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a primary five-year period of performance and an optional six-month extension. No specific contract value or budget range is disclosed in this pre-solicitation notice. The integration efforts will focus on enhancing the avionics capabilities that Collins Aerospace is developing for the CH-47F and its variants, with the goal of improving consistency across multiple helicopter platforms. While specific funding figures are not provided, the availability of funds is subject to future appropriations for this defense acquisition.

Notice text

The Army Contracting Command intends to award, as other than full and open competition basis, a new Indefinite Delivery/Indefinite Quantity (IDIQ) follow-on contract for Command, Control, and Communications (C3) Integration and Modification, Maintenance, Enhancement and Engineering Support, Phase V (CTES V) associated with the integration of software, avionics, and avionics architecture into the CH-47F and all its variants. CTES V will have a five-year period of performance with an option to extend services for an additional six (6) months.

The intended awardee is Collins Aerospace (formerly Rockwell Collins), LLC, CAGE Code 84T51. A justification for other than full and open competition has been approved in support of this acquisition. Under the authority of 10 U.S.C. 3204 (a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), “Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements – Substantial duplication of costs to the Government that is not expected to be recovered through competition” and is subject to the availability of funds.

CTES V will integrate applicable capability and functionality of avionics and avionics architecture that Collins Aerospace is developing for incorporation into the CH-47F and all its variants. This integration will enhance commonality between the CH-47F and other Common Avionics Architecture System (CAAS) platforms.

Firms are encouraged to seek source approval in order to compete for future solicitations by accessing SAM.gov and looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered by this Agency. The closing date is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. However, the solicitation will not close prior to the closing date of this notice.
