About this opportunity
The Department of the Army Materiel Command Contracting Command Detroit Arsenal (ACC Warren) is seeking a contractor to conduct a Dust Hazard Analysis at the Anniston Army Depot in accordance with the National Fire Protection Association (NFPA) 652 Standard on the Fundamentals of Combustible Dust. The primary objective is to have a qualified fire protection engineer or equivalent professional perform a comprehensive site survey, collect up to 75 dust samples for material analysis, and prepare a detailed Dust Hazard Analysis (DHA) report documenting survey findings, material analysis results, and recommendations for hazard controls. The contract will be awarded on a Lowest Price Technically Acceptable basis, with proposals required to be submitted electronically through SAM.gov by December 12, 2024 at 10:00 AM CST. Interested vendors must carefully monitor the SAM.gov website for the solicitation and any potential amendments, as failure to obtain and respond to amendments could result in proposal rejection.
The procurement is designated as a 100% Small Business Set-Aside with a North American Industry Classification System (NAICS) code of 541370. The contract structure includes a base year of 200 days divided into three phases (planning, onsite survey, and report delivery) with two potential one-year option periods for additional sampling, analysis, and consultation. While specific award value details are not explicitly stated in the documents, the contract will involve comprehensive dust hazard assessment services at the Anniston Army Depot in Alabama. Contractors will be required to comply with specific wage determinations outlined in the attached wage documentation, which specifies minimum wages and fringe benefits for various occupational categories. Notably, the solicitation was originally issued on October 21, 2024, but was subsequently amended and ultimately cancelled on February 3, 2025, with the potential for re-solicitation at a later date.
