About this opportunity

The U.S. Agency for Global Media seeks remote monitoring support for its international shortwave and medium wave broadcast operations, with proposals due September 14, 2026, using LPTA evaluation. This is an unrestricted commercial acquisition under FAR Part 13 with no set-aside.

Performance is conducted remotely at contractor facilities, with a 12-month base period plus four optional 12-month extensions. The requirement mandates 5 hours per week (260 hours annually), invoiced monthly at a firm-fixed price regardless of actual hours used or deliverables accepted. The contractor must operate its own physical receiver station while utilizing USAGM's Remote Monitoring System and approved remote receiver networks; this is mandatory, not optional. USAGM will provide RMS access, licenses, remote receiver credentials, broadcast schedules, SDO rating guides, and technical guidance.

Services include remote monitoring, signal quality and propagation assessments, interference reporting, monthly monitoring reports, broadcast irregularity reports with 24-hour notification, and technical recommendations. USAGM operates approximately 20–30 RMS receivers in target regions and will task available resources for special events and emergency broadcasts typically with limited advance notice.

The contractor must furnish all monitoring equipment: professional HF/MW receivers, software-defined radios, monitoring software, and broadband internet connectivity. Performance standards are 98% monitoring completion, 95% report accuracy, 100% irregularity reporting within 24 hours, and 90% accuracy in propagation analyses. Evaluation criteria weight technical approach, past performance (three references required within the past three years), and price. Contractors must register in SAM and possess extensive knowledge of HF/MW broadcasting operations, propagation characteristics, frequency management, and international broadcasting facilities. The NAICS code is 541618, Other Management Consulting Services. Amendment A00001, effective September 9, provides Q&A responses clarifying contractor obligations and performance metrics.
