About this file

This is an Amendment of Solicitation issued by the United States Agency for Global Media (USAGM), Office of Contracts, effective September 9, 2026. Amendment A00001 to solicitation 951700-2-Q-0011 provides responses to questions submitted by potential quoters regarding a broadcast monitoring contract. The document clarifies that this is not a recompete; prior similar services were procured under contract number 951700-2-C-0133.

Key contractual requirements established through the Q&A responses include: the contractor must operate its own physical receiver station (not optional) while also utilizing USAGM's Receiver Monitoring System (RMS) and approved remote receiver networks. USAGM will provide necessary access to the RMS system, SDO rating guides, examples, and reporting templates. The contractor will have access to 260 annual hours maximum (not estimated or guaranteed) with assignments designed to remain within a required 5-hour weekly allocation. The 260 hour annual allocation is firm-fixed price and will be invoiced in 12 equal monthly installments regardless of actual hours used or deliverables accepted. Approximately 20-30 RMS receivers are currently operational in target regions, and contractors may submit monitoring schedule requests. USAGM will task available monitoring resources to cover special events and emergency broadcasts as they emerge, typically with limited advance notice. The contractor will receive RMS access, licenses, and remote receiver credentials listed in the Performance Work Statement under Government Furnished Information.
