About this opportunity

The Department of the Treasury Internal Revenue Service (IRS) is conducting market research through a combined Sources Sought and Request for Information to identify qualified contractors capable of providing Enterprise Logistics Information Technology (ELITE) Support Services. The IRS seeks contractor capabilities to support, maintain, enhance, and integrate the ELITE/Softeon logistics system, which manages order fulfillment, warehouse operations, distribution processes, inventory control, and operational reporting across the IRS National Distribution Center and campus locations. Contractors must demonstrate technical expertise with ELITE/Softeon products, experience with similar logistics and warehouse management systems, and proficiency in developing and supporting system interfaces and data exchanges. The IRS is requesting that interested contractors submit capability statements not exceeding five pages in 12-point Times New Roman font addressing their experience, business size, socioeconomic status under NAICS 541519, relevant certifications (such as SDB, 8(a), HUBZone, SDVOSB, or WOSB), and all current contract vehicles including GSA or GWAC contracts. Responses are due by December 1, 2025. This notice is for market research purposes only and does not constitute a formal solicitation, commit the government to issue a solicitation, or guarantee that a contract will be awarded.

No set-aside designation has been applied to this market research initiative. The contract is expected to operate on a Firm Fixed Price basis with a base period from March 1, 2026 through February 28, 2027, followed by four optional one-year extension periods extending through February 28, 2031. Estimated labor hours for the base year range from 3,890 to 4,482 hours, with comparable estimates for subsequent option years. The ELITE system currently processes between 5,000 and 7,000 orders annually and operates in a Linux environment with an Oracle 19c database, incorporating modules for order management, distribution management, transportation management, and warehouse management. Key system requirements include maintaining compliance with Section 508 accessibility standards and developing interfaces with systems such as the Computer Assisted Publishing System (CAPS) and the National Telecommunications Institute (NTI).
