About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Office of the Chief Information Officer is conducting a combined Request for Information and Sources Sought to identify commercially available multi-cloud enterprise data infrastructure services, with responses due by 12:00 p.m. EST on June 5, 2026. This is a market research notice and does not constitute a solicitation or commitment to contract.

NOAA seeks industry capability statements describing modern data platform solutions that support cloud migration and enterprise data management aligned to FISMA-High standards. The platform must achieve operationalization within 6 to 12 months as a high-availability, multi-cloud data-enabled infrastructure integrating with existing FISMA-High systems. Core requirements include FedRAMP moderate cloud services, robust Identity, Credential, and Access Management controls, automated continuous integration/continuous delivery pipelines, interoperability as a foundational data plane, and support for artificial intelligence applications at scale. The platform must integrate diverse NOAA data types, support scientific innovation, provide secure public-facing data access, and include scalable cost estimates. Infrastructure-as-code must achieve FISMA-High accreditation for data architecture and access components and FISMA-Moderate for the science development area.

Respondents must submit capability statements not exceeding three pages in Microsoft Word or searchable PDF format, including company information, point of contact, Unique Entity Identifier, small business qualification status, and any existing Government-wide Acquisition Contracts or Federal Supply Schedule contracts. An update issued May 29, 2026, removed a requirement specifying minimum integration of four NOAA data use cases. Submit responses to Contracting Officer Jeremy Johnson (Jeremy.Johnson@noaa.gov) and Contract Specialist Tyra Lassiter (Tyra.Lassiter@noaa.gov).

Update #2 · Latest ·

NOAA is requesting information from industry on commercially available sources and capabilities that can meet the OCIO's intent to accelerate cloud migration and enterprise data management capabilities by partnering with industry to prototype and, if successful, operationalize Multi-Cloud Enterprise Data Infrastructure Services. The goal of this infrastructure project is to unlock the full potential of NOAA's strategic data assets, accelerate NOAA’s transition to the cloud for enterprise weather, ocean, and space-based capabilities, and enable the use of artificial intelligence (AI) applications at scale.

Please refer to the document titled "Combined RFI/Sources Sought Notice - NOAA Multi-Cloud Enterprise Data Infrastructure Services.docx.pdf" for more information.

Update 5/29/2026: The above referenced document has been updated to remove the following language: "The IaC platform must demonstrate the capability to integrate, use, and access at least 4 of the following NOAA data use cases (defined below)."
