About this opportunity

The Defense Logistics Agency Aviation is conducting market research for the procurement of three surveying theodolites, specifically part number 2218390-001 with NSN 6675-01-644-9140. This combined Request for Information and Synopsis serves multiple purposes: determining if other sources can satisfy the agency's requirements, improving small business access to acquisition information, and enhancing competition by identifying contracting opportunities. The procurement is justified under 10 U.S.C. 2304(C)(1) as supplies available from only one or limited sources, with the government lacking data rights needed to purchase from additional sources and finding it uneconomical to acquire such rights or reverse engineer the part. Interested parties must submit capability statements, proposals, or quotations by September 6, 2025, and should contact Johnny Wakefield at johnny.wakefield.2@us.af.mil for additional information. The government emphasizes this notice does not constitute a commitment to contract and will not pay for information solicited.

This requirement is not expected to be set aside for small businesses, though small firms interested in subcontracting opportunities should contact BAE Systems Information, which appears to be the incumbent or primary source. The procurement involves an estimated quantity of three theodolites for Foreign Military Sales (FMS) with an estimated delivery schedule of 14 months after receipt of order. The contract duration remains to be determined, and the destination is specified as FMS. Foreign participation is not permitted at the prime contractor level, though the acquisition is subject to Free Trade Agreements. The government has determined that commercial acquisition procedures under Part 12 will likely not apply, though interested parties have 30 days to demonstrate their capability to satisfy requirements with commercial items.
