About this opportunity
The Department of the Army Medical Command is conducting market research through this Sources Sought notice to identify potential contractors capable of leasing one combination chemistry and immunoassay analyzer system with associated reagents and consumables. The system must perform approximately 80 distinct tests across general chemistry and immunoassay categories, including common panels for glucose, electrolytes, liver and kidney function, lipids, and hormone assays. Key requirements include FDA approval, bi-directional interface capability with Cerner Millennium/Military Health System-Genesis electronic health record and laboratory information system, support for continuous, random STAT, and batch specimen processing modes, and full-service maintenance with OEM-certified technicians providing 24/7 technical support. Performance requirements specify 100% compliance for contract delivery and software updates, 95% for preventive maintenance and technical phone support, and 98% for service report completion. This is a Sources Sought notice only, issued on April 23, 2026, with responses due by April 30, 2026; this notice does not constitute a formal solicitation and the Government is not currently accepting quotes, bids, or proposals.
This procurement includes no set-aside designation and no incumbent contractor is identified in the notice. The contract structure calls for a 12-month base period beginning August 1, 2026, with four optional 12-month extensions, subject to annual funding availability, for a potential five-year total contract duration. The statement of work requires the contractor to furnish all reagents, consumables, controls, calibrators, an onboard computer system with printer, and an uninterruptible power supply, along with comprehensive installation, validation testing, operator training up to 10 sessions during installation, and method validation per CLSI and CAP standards. Contractor personnel must obtain installation access security clearance and complete anti-terrorism training, Operations Security training, and iWATCH program briefings within 30 calendar days of contract award, with transition and installation to be completed within 60 days of award. While no specific budget range is disclosed in this pre-solicitation notice, the scope of services—including equipment provision, 24/7 support, preventive maintenance, parts replacement, software updates, and training—indicates a substantial contract value typical of medical equipment service contracts.
