About this opportunity
NAVSUP Fleet Logistics Center San Diego is seeking a commercial single-award Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Combat Technical Rescue (CTR) and EOD Rigging & Ordnance Extrication (ROE) training courses for EODGRU ONE and TWO. The primary objective is to deliver comprehensive training that enables personnel to safely conduct heavy-lift operations using person-portable equipment in confined, toxic, and hazardous spaces while wearing self-contained breathing apparatus (SCBA). Interested contractors must submit a capability statement no longer than five pages by January 2, 2025, at 10:00 AM PST, demonstrating their ability to teach and conduct specialized rescue training. Key evaluation criteria will include the contractor's experience, specifically the ability to teach personnel to move 2000-pound objects 25 feet vertically with two personnel. Potential contractors must submit their capability statement to Ms. Christine Jordan via email, including details about their business size, socioeconomic status, and CAGE code.
The pre-solicitation notice indicates no specific set-aside is currently designated, though there is potential for a small business set-aside if two or more small businesses demonstrate capability to perform at least 50% of the contract effort. There is no incumbent contractor, as this represents a new requirement. The contract will have a base period of one year followed by four potential one-year option periods, totaling a potential five-year performance timeline from 2025-2030. The training program anticipates delivering up to 24 Basic CONUS courses, 4 Basic Guam courses, 4 Basic Spain courses, 15 Intermediate Shipboard courses, 15 Intermediate Mountainous courses, and 12 Advanced courses annually. Contractors must provide instructors with a minimum of 10 years of experience teaching similar courses to EOD and Special Operations forces, with training facilities that include a five-story rescue prop and confined space capabilities. The Navy emphasizes that this sources sought notice is for market research and does not guarantee a contract award.
