About this opportunity
The Department of the Air Force Air Combat Command is conducting market research to identify contractors with aircraft suitable for supporting flying currency operations for qualified USAF pilots. The agency seeks institutions or contractors currently possessing aircraft that can provide aviation services within 30 minutes of any USAF Fighter Wing, with aircraft configured for service without major modifications under a commercial lease structure. All operations must comply with FAA Civil Aircraft Operations regulations and focus on non-qualifying flight operations to improve airmanship rather than formal training services. Contractors must submit a two-page response describing their capabilities, number of aircraft available, and include FAA Airworthiness Certificates for all owned aircraft. The response deadline for this Request for Information is October 24, 2025, with responses limited to market research purposes only.
This opportunity does not utilize any set-aside designations, making it available to contractors of all sizes and classifications. No incumbent contractors or current service providers are identified in the solicitation notice. The contract structure is specifically described as a commercial lease arrangement, though no budget ranges or award values are disclosed in this pre-solicitation phase. The agency has classified these services as an excepted activity under OSD Guidance for Continuation of Operations During a Lapse of Appropriations, indicating continued operations even during potential government funding interruptions. While specific quantities are not mentioned, contractors are expected to detail the number of aircraft in their fleet as part of their capability response.
