About this opportunity
The U.S. Department of Agriculture Forest Service, Colville National Forest, is procuring the removal and disposal of an existing swim dock and the furnishing and installation of a new replacement swim dock at Sullivan Lake Campground in Metaline Falls, Washington under the Great American Outdoors Act (GAOA) program. This is a firm-fixed-price, non-personal services contract requiring the contractor to provide all labor, materials, equipment, and supervision for the project. The new dock must meet specific salient characteristics, including dimensions of 15'x15' to 16'x16', a marine-grade aluminum or galvanized steel frame with encapsulated foam flotation, non-slip composite decking, a detachable 4-to-5 step swim ladder, solar-powered LED lights on each corner, and a flexible anchoring system capable of securing to a rocky/sand bottom at approximately 30 feet depth. Award will be made based on evaluation of three factors: Technical Capability (ability to meet dock specifications and provide a realistic work schedule), Past Performance on similar projects, and Price. The original solicitation (1240BD26Q0003) was cancelled effective March 19, 2026, and a new solicitation incorporating revised specifications will be posted to SAM.gov shortly.
This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small businesses. No potential incumbents or current contractors are identified in the available documentation. While no specific award value or budget range is disclosed in the solicitation notice, the contract includes three distinct contract line items: furnishing and delivering the new dock (CLIN 0001), labor and equipment for assembly, launch, and anchoring (CLIN 0002), and disassembly, haul-off, and disposal of the existing dock (CLIN 0003). The estimated period of performance runs from April 2026 through September 1, 2026, with installation coordinated to align with optimal water levels at Sullivan Lake. The place of performance is Sullivan Lake Campground, located at 12381 Sullivan Lake Road, Metaline Falls, Washington 99153, with the existing dock currently on dry ground requiring removal and off-site disposal in accordance with Washington State regulations.
