About this file
This is a Performance Work Statement for the GAOA Sullivan Lake Dock Replacement project issued by the USDA Forest Service. The contract is a firm-fixed-price, non-personal services contract for the removal, disposal, and installation of a new swim dock at Sullivan Lake Campground near Metaline Falls, Washington, within the Colville National Forest. The period of performance runs from the date of award (estimated April 2026) through September 1, 2026, with an installation window that must be coordinated with the Contracting Officer's Representative to optimize water levels.
The contractor must complete two primary tasks: complete removal and disposal of the existing 20'x20' wood swim dock and all hardware at an off-site, legal waste facility in accordance with Washington State environmental regulations; and furnish, transport, install, and anchor a new swim dock meeting specific performance-based salient characteristics. The new dock must be 15'x15' minimum to 16'x16' maximum surface area, constructed of marine-grade aluminum or galvanized steel frame with encapsulated foam flotation, featuring non-slip composite decking (light grey or cedar tone), black dock edging, detachable 4-to-5 step swim ladder, flexible anchoring system capable of securing to rocky/sand bottom at approximately 30 feet depth, and solar-powered LED lights on each corner. Freeboard height must be 12 to 18 inches under dead load, and the dock must withstand peak wind events common to the area. If delivered in sections, the dock must include a flush coupling system with rubber safety covers. Key deliverables include a delivery/work schedule due not later than 7 business days prior to delivery, a final inspection report upon completion and acceptance, invoices submitted via IPP.gov within 10 days of Government acceptance, and manufacturer warranty documentation matching terms offered to the general public. The contractor must provide a Project Manager as the primary point of contact with the CO/COR and maintain safety barriers or signage to prevent public access during removal and installation. Performance will be evaluated on complete removal and disposal, dock installation meeting all salient characteristics with safe anchoring and no hazards, and timeliness of 100 percent project completion within the period of performance unless delayed by excusable delays under FAR 52.212-4(f).

Project Title GAOA Sullivan Lake Dock Replacement, USDA Forest Service
General Information
1.0 Background and Purpose
The Sullivan Lake Campground, located within the Colville National Forest (CNF), requires the replacement of an existing swim dock that has reached the end of its service life. This is a firm-fixed-price, non-personal services contract for the removal, disposal, and installation of a new swim dock at Metaline Falls, WA
The Contractor shall provide all labor, materials, equipment, and supervision. The Government shall not exercise supervision or control over Contractor employees; the Contractor is solely responsible for managing its personnel and performance.
2.0 Definitions
• Acceptance: The official act by the Government acknowledging that the supplies or services conform to the contract requirements.
• Contracting Officer (CO): The only person with the authority to enter into, administer, and/or terminate contracts.
• Contracting Officer’s Representative (COR): The individual designated to perform technical or administrative functions, such as site inspections and progress monitoring.
• Deliverable: A physical or electronic item (e.g., dock, report, schedule) required to be submitted to the
Government.
• Non-Personal Services Contract: A contract where the contractor’s personnel are not subject to Government supervision or control.
• Performance Requirements Summary (PRS): The table identifying the key performance indicators and standards the Government will use to evaluate the contractor.
• Quality Control (QC): The functions performed by the Contractor to ensure the dock and installation meet all specifications prior to Government inspection.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor shall perform 2 primary tasks:
3.1 Removal and Disposal: The Contractor shall completely remove and dispose of the existing swim dock (see attachment 2 Existing Dock Photo) and all associated hardware from Sullivan Lake Campground after the new dock is installed so the swimming area isn’t left without a dock during the height of the summer season (if installation is to occur at this time). The dock is currently sitting on dry ground.
Contractor is to Dispose of all materials at an off-site, legal waste facility in accordance with Washington State environmental regulations.
3.2 New Dock Installation: The Contractor shall furnish transport, install in the water and anchor a new swim dock at Sullivan Lake Campground. Seasonal water level fluctuations in the spring and high winds should be taken into consideration. New dock must meet the following performance-based salient characteristics:
Salient Characteristics and Design Criteria of New Swim Dock
Swim Dock Dimensions
• Minimum 15’x15’ maximum 16’x16’ surface area
Dock Material
• Construction - Marine-grade aluminum or galvanized steel frame with encapsulated foam flotation under decking and surrounded by frame.
• Freeboard Height – minimum 12” maximum 18” under dead load.
• Decking – Non-Slip composite board, light grey or cedar tone
• Safety - Black dock edging and a detachable 4-to-5 step swim ladder (depth not to exceed float depth to prevent grounding damage). If dock is delivered in two pieces, due to size while being transported, include coupling system in the center with rubber covers over couples to not create a safety hazard.
• Anchoring - A flexible anchoring system (chains/fasteners) that extend from each corner of the dock that is capable of securing the dock to a rocky/sand bottom (approx. 30ft depth). Anchor weights must be sufficient to maintain dock position during peak wind events common to the Colville National Forest Sullivan Lake Area.
• Lighting – Solar powered LED lights on each corner of the dock
• Transportability: If delivered in sections, the dock must include a flush coupling system with rubber safety covers
Period of Performance
• POP: Date of Award (Est. April 2026) through September 1, 2026.
• Installation Window: The Contractor must coordinate with the COR to time the installation with optimal water levels.
4.0 Deliverable / Schedule
The contractor shall submit an electronic copy of all deliverables to the CO and COR in PDF format and phrased in layperson language. Below is a list of all deliverables outlining each objective and due date.
Key Deliverables Item No. Deliverable Due 1 Delivery/Work Schedule NLT 7 business days prior to delivery.
2 Final Inspection Report Upon Completion and acceptance of Installation 3 Invoices Submitted via IPP.gov NLT 10 days after Government acceptance.
