About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is seeking qualified manufacturers for COLUMBIA Class submarine tailcone kits through this Request for Information (RFI). This RFI is not a formal request for proposals but rather an opportunity for industry to review and comment on the draft Statement of Work prior to the formal solicitation. The primary deliverable is the DP2.3.3/DP2.3.4 Tailcone Kit manufactured according to Navy drawings and specifications, including painting, packaging, and delivery to government facilities. Prospective contractors must demonstrate technical capability and experience in shipbuilding and repair, possess appropriate security clearances, and maintain CONFIDENTIAL-level clearance per DD254. The government will evaluate responses based on company capability statements, technical experience, business size classification, and comments regarding the proposed SOW or barriers to proposal submission. The deadline for submitting RFI responses is 5:00 PM Eastern Standard Time on February 27, 2026, and responses should be directed to sam.a.keith.civ@us.navy.mil and abeer.j.ameer.civ@us.navy.mil.

This procurement uses full and open competition with no set-aside designation and no identified incumbent contractors in the RFI materials. The contract will be awarded for one base year with up to four one-year options, utilizing a mixed contract structure combining Fixed-Price-Incentive-Fee (FPIF) Firm Target and Cost-Plus-Fixed-Fee (CPFF) arrangements. The government anticipates procuring a maximum of eight tailcone kits, with a minimum of one kit required in year one and options for up to seven additional kits throughout the contract period. Optional engineering services of approximately 1,200 hours per year are available to support design reviews and propulsor-related tasks if the contractor is selected and the government exercises this option. No specific budget range or award value is disclosed in the RFI announcement. Interested contractors should submit their CAGE code to obtain access to the classified technical drawings and specifications necessary to fully evaluate the requirement.
