About this file

This is a Statement of Work (SOW) for the manufacture of COLUMBIA Class submarine tailcone kits. The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 808, seeks a contractor to manufacture a maximum of eight tailcone kits, with a minimum of one kit required in year one and options for up to seven additional kits throughout the contract period. The primary deliverable is the DP2.3.3/DP2.3.4 Tailcone Kit (Item 324561000) manufactured according to Navy drawings and specifications, including painting and delivery. The contractor must provide a final certification package and allow seven business days after paint completion for government inspection. Optional engineering services of approximately 1,200 hours per year are available to support design reviews, design changes, and other propulsor-related tasks. If exercised, the contractor must develop a comprehensive manufacturing plan detailing processes, facilities, personnel qualifications, and both internal and external supply chain requirements (CDRL A002).

All contract line items require submission of multiple contract data requirements including a project planning chart with Gantt chart elements identifying critical path tasks and production milestones (CDRL A003), monthly status reports (CDRL A004), biannual progress review documentation (CDRL A005-A006), and monthly cost status reports for travel, engineering services, and Other Direct Costs up to $250,000 annually (CDRL A008). The contractor must host a kickoff meeting within 30 days of award and conduct biannual reviews at contractor or subcontractor facilities. Personnel must maintain CONFIDENTIAL security clearance per DD254, and the contractor must maintain access to the Government-maintained COLUMBIA Class Propulsor SharePoint site. Four applicable Performance Engineering Releases (PERs) are referenced for tailcone kit updates including cage code/marking changes, crating updates, edge chamfer specifications, and PEEK thread-saver material specifications, all applicable across all contract line items.
