About this opportunity
Naval Sea Systems Command is preparing to procure manufacturing services for Columbia Class submarine propulsor tailcones, with RFP release anticipated for end of September 2026 and planned award in June 2027. This is an unrestricted procurement (NAICS 336611) structured as firm-fixed-price-incentive for production CLINs and cost-plus-fixed-fee for engineering services.
The draft Statement of Work and solicitation Sections L&M are open for comment through June 2, 2026 (ten-page limit; no government responses will be provided). The government is seeking comments on capability to meet requirements and schedule, and notification of barriers to proposal.
Work is performed at contractor facilities. The production scope includes manufacture and delivery of one tailcone kit in the base year with options for up to seven additional tailcones across four option years, all to Navy drawing DP2.3.3/DP2.3.4 (Item 324561000, Revision A) as modified by Production Engineering Releases. Engineering services are cost-plus-fixed-fee at 1,200 hours per year for five years, plus optional CLINs for non-recurring engineering, manufacturing strategy development, other direct costs ($20,000 per year), and data deliverables. Pricing is not specified in the draft.
Award will employ best-value tradeoff. Technical capability is significantly more important than cost; past performance is more important than cost. Proposals must demonstrate manufacturing strategy, equipment specifications, ISO 9001:2008 or AS9100 quality assurance, supply chain management, and risk mitigation. Small business subcontracting goals apply; contractors must provide three past-performance references within five years plus one per subcontractor performing over 10 percent of labor hours.
