About this opportunity
Naval Sea Systems Command is conducting market research on the manufacturing and delivery of the COLUMBIA Class Bearing Support Structure (BSS) Inseparable Assembly through an RFI due August 7, 2026; no contract award will result from this solicitation.
The RFI targets socio-economic small and large businesses interested in serving as prime or subcontractor. Work will be performed at the Naval Foundry & Propeller Center in Philadelphia, Pennsylvania.
Technical scope includes fabrication of build-to-print fasteners from K-Monel and Ni-Cu materials with cut threads (powder metallurgy and additive manufacturing prohibited), snubber components, and related assemblies per drawing COLUMBIA Class BSS Inseparable Assembly, DWG C24521200C. The Government will require all sub-vendors of significant material (over $100,000) to be named. The RFI specifically seeks industry feedback on alternative welding methods (robotic, electron beam, friction stir, electro slag) versus standard weld procedures, qualification timelines, NAVSEA-approved inspection methods, and engagement strategies for foreign vendors and suppliers of Monel forgings or ingot.
A follow-on Engineering and Manufacturing Development contract is anticipated with a seven-year term (base five years plus two optional years), firm-fixed-price labor and delivery across all years, and fixed-price-economic price adjustment pricing for materials tied to nickel and copper commodity prices. Delivery is set at 30 months after award. The contractor will develop an Assembly and Manufacturing Plan, Program Management Plan, monthly status reports, and technical documentation per thirteen CDRLs. Controlled Unclassified Information safeguarding per DFARS 252.204-7012 is required.
Responses should not exceed 25 pages, with a one-page cover letter including CAGE Code, point of contact, organization size and status, and statement of interest.

Is there an alternative welding method(s) (i.e. Robotic, electron beam, friction stir, electro slag) recommended to be used in the production of the BSS? If yes, please see additional questions provided below:
i. How long do you anticipate to qualify the weld procedures, including Government review time?
ii. What inspection methods would be required and are they NAVSEA approved?
b) How will you engage foreign vendors and suppliers of either Monel forgings or Monel ingot?
c) The Government will require all sub-vendors of significant material (over $100,000) to be named. Does this present any hardships?
d) Currently the projected period of performance/required manufacturing timeline for the seven (7) BSS’s in this contract will be 30 months for each BSS. Does this timeline present any hardships? If so, what type of hardships and what would you recommend?
