About this opportunity
The Indian Health Service (IHS), under the Department of Health and Human Services, is seeking quotes for the rental of a 125 kVA (100 kW) emergency generator to support the Life Safety system at the Peach Springs Clinic in Arizona. The generator must be trailer-mounted with a Tier IV engine, 208/240/480V alternator, and capable of providing backup power during emergency situations. Award will be based on written quotes submitted on an all-or-none basis using Simplified Acquisition Procedures, with vendors evaluated on their ability to meet technical specifications and deliver within the required timeframe. Offerors must include current System for Award Management (SAM) registrations, provide company information including UEI, CAGE Code, DUNS, and Tax Identification Number, and acknowledge the 90-day quote acceptance period. Quote submissions are due by December 20, 2025, at 1:00 p.m. PST via email to dale.clark@ihs.gov, with questions accepted only until December 12, 2025.
This solicitation is designated as a Total Small Business set-aside, limiting competition to small business concerns. The period of performance is six months from delivery, with an additional six-month option period available, and no incumbent contractor is identified. A critical requirement added via Amendment 1 mandates delivery of the generator within fifteen days after purchase order award, which must be acknowledged in the submitted quote. The place of performance is Peach Springs, Arizona, specifically at the Peach Springs Health Center serving the Hualapai Indian Tribe. While a specific budget range is not disclosed in the solicitation, vendors must provide pricing quotes, and the contract incorporates standard federal acquisition regulations and Health and Human Services provisions requiring electronic invoicing through the Department of Treasury's Invoice Processing Platform (IPP).
