About this opportunity
The U.S. Army Mission and Installation Contracting Command is seeking a contractor to provide colonial-style wigs for specialty units of the 3rd U.S. Infantry Regiment, known as "The Old Guard," including the Fife and Drum Corps, Commander in Chief's Guard, and Continental Color Guard. The solicitation requires wigs made of synthetic fiber with specific technical requirements including a powder white color, 21-inch uniform hair length, fishnet/mesh skull cap construction, and the ability to withstand regular washing and styling. Contractors must comply with the Berry Amendment, ensuring wigs are manufactured in the United States or one of 25 qualifying countries, and must submit a physical product sample with their offer for government evaluation. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection process with a firm-fixed price arrangement. The solicitation closing date has been extended to July 28, 2025, at 12:00 PM, with physical samples required to be sent to Mission and Installation Contracting Command at Fort Belvoir, Virginia.
This procurement is set aside for Women-Owned Small Businesses under NAICS code 315210 with a size standard of 1,500 employees. The contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with one base year and four optional 12-month extensions, allowing for the purchase of up to 150 wigs annually with a total potential contract quantity of 750 wigs over five years. Each delivery order will range from 50-150 units with a 60-day delivery window from order receipt. The place of performance is Fort Myer in Arlington, Virginia, where deliveries will be made to the Central Issuing Facility. No incumbent contractor or specific budget range is identified in the solicitation documents, though the contract represents a multi-year commitment to support the ceremonial functions of The Old Guard units in the Washington, D.C. area.
