Part 3

3.0 Description of Wig Specifications and Assembly Instructions:

The wigs shall consist of synthetic fiber hair. The materials must be able to withstand washing, drying, settling, and styling into various styles without the hair falling out of the wig cap or breaking. The texture of the hair must be such that the wig can be shaped without the use of lacquers on any part of the wig.

The wig lining shall be constructed of fishnet, mesh, or lace with sufficient strength and stiffness to maintain its shape and body. The hair will be double knotted to the lining and the lining will not show through the hair. Adjustable straps will not be used and will be cut off, if present, at the base to mitigate snagging the wig or nets.

The wigs must be a ¾ head wig with skull cap capable of fitting a hat size between 6 ½ inches to 7 7/8 inches. The wig will be straight and medium-bodied with hair rows tight enough to keep the lining from showing through. The length of hair is to measure 21 inches uniformly around the skull cap with the rows spaced ¼ inches apart. For example, if the first row is 21 inches, then the second row will be 20 ¾ inches.

There will be little-to-no layered appearance to the hair. The user will be able to separate the hair from the remainder of the wig with ease to style the wig curls and braid. The curls must be rolled to measure ¾ inches in diameter and 2 inches wide. The wig will be 120-130% (medium) density to aid with styling;

excessive density contributes to difficulty in the frequent styling process. The wig color must be a powder white with a light sheen. Snow white, silver, icy blonde/white, and shiny colors are not acceptable.

SECTION LEFT INTENTIONALLY BLANK

Wig Photo Examples with Explanation

Wig on left is unacceptable because it is short and uneven in length, wavy in an appearance, and has a high sheen. Wig on the right is acceptable because it is longer and more evenly cut, straight in appearance, and has a lower sheen

SECTION LEFT INTENTIONALLY BLANK

Wig on the left is unacceptable because it is extremely dense with less lace coverage, has thick curls, a tapered end, and tangles easily. Wig on the right is acceptable because it is less dense, has more lace coverage, has a straight/smooth cut, is evenly cut, and is less likely to tangle.

SECTION INTENTIONALLY LEFT BLANK

Wig on the left contains an adjustable sizing clip that often gets tangled, making it unacceptable. The wig on the right is acceptable as it does not have an adjustable sizing clip.

The wig on the left is unacceptable because it has extremely short layering in the front, thus providing an unkempt appearance. The wig on the right is acceptable because it does not have short layering in the front, providing a more streamlined appearance.

The wig on the left is unacceptable for every reason previously stated. The wig on the right is easier to style, maintains the style longer, and meets every outlined specification.

Construction of wigs must comply with Berry Amendment requirement IAW DFARS 252.225- 7012, item made in the US and /or one of the listed 25 qualifying countries.
