About this opportunity

The Department of the Army Corps of Engineers Engineering District Portland seeks two self-contained recirculating aquaculture systems (RAS) for Cole River Hatchery, with proposals due August 24, 2026. The procurement is set aside for total small business and carries a women-owned small business (WOSB) designation.

Place of performance is Trail, Oregon at the Rogue River Basin Project facility (DoDAAC 960447). The first system must comprise four individual racks of eight-tray salmon incubators (32 total incubators) with minimum rearing capacity for 75,000 Coho salmon eggs, fitted within a 102" × 37" × 73" space. The second system must comprise two racks of approximately 12" × 18" substrate-based incubator boxes with identical capacity and spatial constraints. Both systems must be new, self-contained, 100% recirculating, and include water oxygenation capability (identified in Q&A as aeration rather than pressurized oxygenation), UV sterilization at 60 mJ/cm² dosage, foam sump filtration, and a local audible alarm for circulatory pumps. Ambient air temperature range must be 32–100 degrees Fahrenheit; desired water temperature 42–56 degrees Fahrenheit. Each system connects to existing treated water sources via 1" inlet connections and interfaces with existing 110V to 480V electrical systems. Delivery must occur Monday through Friday between 0730 and 1530 hours at the specified loading dock.

Performance period is 120 calendar days from contract award. The contractor bears all transportation costs under FOB Destination terms, is responsible for any facility damages, and must comply with OSHA and Corps of Engineers Safety Manual EM 385-1-1. Offerors must provide complete technical documentation, specification sheets, draft layout plans with component labels and dimensions, pricing, UEI number, CAGE code, payment terms confirmation (net 30), small business size certification, lead time, and offer expiration date (minimum 60 days). Evaluation is lowest price and product acceptability. Amendment 0002, issued August 13, extends the due date from August 13 and incorporates updated Product Description (August 10, 2026) and Questions and Answers attachment. NAICS code is 112511, Finfish Farming and Fish Hatcheries; PSC code is 2060, Commercial Fishing Equipment.
