About this file

This is a Questions and Answers document for federal contract W9127N26QA098, addressing clarifications on two self-contained recirculating aquaculture systems for fish hatchery operations.

The solicitation requires two distinct systems: Section 2.1 specifies a 32-tray incubator system for 75,000 Coho salmon eggs, and Section 2.2 specifies a substrate-based incubator system with two 12"x18" trout-style boxes, also for 75,000 Coho salmon eggs. Both systems must operate at 100% recirculation with makeup water as needed, connect to treated water via a 1" inlet, and drain into an existing trough on the back side of the units. The corrected footprint dimensions are 102" x 37" x 73" (Length x Width x Height) for each system, installed on a concrete slab with trench drain access. Key technical requirements include foam sump filtration, water aeration (not oxygenation), UV sterilization at 60 mJ/cm2 dosage, and auditable alarm functionality for circulatory pumps. Influent water is filtered and UV-treated, with temperatures ranging 42-56 degrees Fahrenheit; no concerns exist regarding low flow rates. The contractor is responsible only for system delivery to the loading dock; the end user will handle filling, testing, commissioning, training, operations and maintenance, and spare parts. No therapeutant dosing system, redundancy in powered components, or containerized solution is required. Product data and O&M documentation should be submitted as For Information Only submittals. The 120-day performance period applies, with contractors expected to identify if extended lead times are needed for equipment procurement.

W9127N26QA098, Attachment 2, Questions and Answers

1. Section 2.1 & 2.2: Both sections request a self-contained recirculating aquaculture system, but the level of recirculation is not stated?

Question: Can you provide the level of recirculation required for both systems?

Answer: 100% recirculation, with some make up water as needed.

2. Section 2.1 & 2.2: Both sections state that the systems need to be able to connect to an existing treated water source via a 1” inlet, but it does not mention how the existing drain system work or how these systems are required to integrate.

Question: Can you provide more information on the existing drain system(s) at the facility? Are there any drawings, photos, or existing equipment information for reference in system matching and fit-up

Answer: There is a trough drain that the unit will drain into. This drain will be on the back side of the units.

3. Section 2.2 Capacity vs. Box Size: Section 2.2 asks for a system with only two (2) 12”x18” substrate-based incubator boxes, but Section 2.2(a) requires a "Minimum total rearing space for 75,000 Coho Salmon eggs." Biologically, two 12"x18" trout-style boxes cannot safely support 75,000 Coho salmon eggs to the fry stage.

Question: Is the 75,000 Coho egg capacity in Section 2.2 an accidental duplication from Section 2.1, or should the required number/size of the substrate incubator boxes be increased?

Answer: The 75,000 Coho egg capacity is correct. No increase in the number or size of the substrate incubator boxes is needed.

4. Section 2.2 Footprint Dimensions: Section 2.2(h) states the racking system must fit within a "102” x 37’ x 72”" space. This is a large footprint, identical to the 32-tray system required in Section 2.1.

Question: Can you please confirm that this is the space available for system 2.2? Can you provide the floor conditions of this space; with the system sit on a concrete slab, grating, grating over a trench drain?

Answer: There is a typo in the measurements. Tray incubator should be 102” x 37” x 73”. The system will sit on a concrete slab with a trench drain in the back.

5. Section 2.2 Species Specification: The introductory text of Section 2.2 specifies

"trout substrate-based incubator boxes," but line-item 2.2(a) specifies "Coho Salmon eggs."

Question: Can the government clarify the primary target species and life-stage requirements for the system described in Section 2.2?

Answer: Trout substrate-based incubator boxes can be used for the primary target species Coho.

6. Can the following key process parameters be provided?

a) Influent flow rate available:

Answer: There are no concerns with low flow rates at this location.

b) Influent water quality:

Answer: The water has been filtered and treated with UV.

c) Influent temperature:

Answer: 42-56 degrees Fahrenheit

7. Clarity of scope

a) Bid document does not explicitly state that the contractor is responsible for filling/testing, commissioning, training, O&M, spare parts. Are these to be included?

Answer: Work for the filling/testing, commissioning, training, and O&M will be performed by the end user of the systems. The Contractor is not responsible for any of the above items.

8. Technical clarifications:

a) Items 2.1 and 2.2 indicate a requirement for “foam sump filtration”.

Answer: Foam sump filtration is required for the systems.

b) Items 2.1 and 2.2 indicate a requirement for “water oxygenation”. Is there an oxygen source available to allow for oxygen addition, or was this intended to be “water aeration”?

Answer: Oxygen source is not available; intention was for water aeration within the system.

c) Item 2.2 indicates “two racks of (2) approximately 12”x18” trout substrate-based incubator boxes”. This description is ambiguous. Can a more complete description or a photo of a similar product be provided.

Answer: Description updated in Attachment 1 Product Description.

d) Is a therapeutant dosing system required? If so, please define requirements or protocol to be used for therapeutant treatments. Is temperature stability required throughout such a treatment?

Answer: No treatment is required for these systems. Do not provide treatment as part of the system.

e) What dosage is required for the UV sterilizer?

Answer: The dosage required for the UV sterilizer is 60 mJ/cm2.

f) Is monitoring and alarm functionality required? If so, is there an existing facility alarm system to which the provided equipment must connect?

Answer: Auditable alarm for the circulatory pumps will be required. The connection into the existing facility alarm system will be performed by the end user of the systems.

g) Power connectivity to existing 110V to 480V system is given. Can we assume that a step-down transformer is available to transform 480V down to 240V/1Ph or 208V/3PH if required?

Answer: Yes, there is room in the existing system to step down if required.

h) Is there a requirement for redundancy in all powered components, or for only specific components (e.g. pumps, heaters/chillers)?

Answer: There are no requirements for powered components to have redundancy.

9. Installation envelope is provided as 102” x 37’ x 72”.

a) Is this W x L x H? It is all inches and L x W x H

Answer: The envelope is L x W x H. In addition, there is a typo in the measurements. Tray incubator should be 102” x 37” x 73”.

b) Is this envelope for each system or both together?

Answer: This envelope is for each system.

c) Does this envelope include the service clearances?

Answer: Yes, the envelope includes the service clearances.

10. Submittals

a) Are there submittal requirements beyond the schedule requested in

3.3? There is no mention of product data submittals or O&M data submittals. Submittal approval timelines, if required, could potentially affect the delivery timeline.

Answer: If system includes products with product data or O&M data, submit these documents as For Information Only (FIO) submittals to the Government. These will be used as reference documents for the end users of the system.

11. Installation site

a) Is the equipment being installed in the existing building indicated with “loading dock” and “front office”? Can a floor plan be provided showing the installation space?

Answer: The equipment will be installed in the existing building indicated with “loading dock” and “front office”. A floor plan will not be provided;

dimensions of the space are given in PD. There is loading dock access for Contractor use.

b) Can the fully assembled systems with dimensions as provided be moved to the final installation location unimpeded? Are there access or space limitations between the loading dock and the final installation space (i.e.

doors, hallways) that we should be aware of?

Answer: Yes, the assembled systems provided can be moved to the final installation location unimpeded. There are no access limitations into the final installation space. The Contractor is to deliver the systems to the loading dock. The movement of the systems into the installation space will be performed by the end user of the systems. A forklift will not be provided for Contractor use but use of a forklift onsite is permitted.

c) Is there interest in a containerized solution that incorporates all required equipment, piping, electrical, controls, etc. enclosed in a shipping container envelope? This solution would be appropriate for installation either indoors or outdoors. Standard shipping container dimensions would apply.

Answer: No, there is no interested in a containerized solution at this time.

12. Schedule

a) Is the 120-day duration subject to penalties? 120 days will be tight for equipment arrivals.

Answer: 120 days is the current period of performance. If industry lead times are anticipating that more than 120 days are needed, what is the lead time expected?
