About this opportunity
The United States Marine Corps, through Marine Corps Systems Command's Program Manager Combat Support Systems, is conducting market research to identify a durable, lightweight cold weather overboot that will provide enhanced protection for Marines operating in subzero temperatures. The overboot must seamlessly integrate with existing Marine Corps footwear systems including the Intense Cold Weather Boot, temperate boots, synthetic down booties, and ski march boots, while providing approximately 20 degrees Fahrenheit of additional warmth in operating temperatures ranging from -50°F to 40°F. Key requirements include waterproofing capabilities, slip-resistant soles, natural or synthetic insulation, and compliance with Berry Amendment provisions for domestic sourcing. Interested vendors must submit white paper responses by 3:00 PM EST on September 15, 2025, including administrative information and detailed product specifications covering technical capabilities, durability, manufacturing readiness, production capacity, support requirements, and estimated costs. The evaluation will focus on the overboot's ability to enhance cold weather protection without requiring different primary boots while maintaining durability and lightweight characteristics essential for Marine Corps operations.
This Request for Information does not include any set-aside designations and is open to all qualified vendors capable of meeting the specified requirements. No incumbent contractors or current suppliers are identified in the solicitation materials, suggesting this may represent a new capability requirement for the Marine Corps. The RFI does not specify award values, budget ranges, or quantity requirements, as this is strictly a market research exercise designed to assess industry capabilities and gather technical information from potential suppliers. The Marine Corps has emphasized that this RFI is for information gathering purposes only and does not guarantee future contract opportunities, with all response costs to be borne by interested vendors. The timeframe for responses spans one month from the August 15, 2025 posting date to the September 15, 2025 deadline, providing vendors adequate time to prepare comprehensive technical submissions. Response submissions are limited to one page for administrative information and up to 20 pages per product variant for detailed technical specifications and capabilities.
