About this opportunity
The USDA Food Safety and Inspection Service (FSIS) is conducting market research to identify qualified sources for cold-resistant protective gloves designed for use in cold environments. The agency seeks gloves that must be Made in America and capable of preventing cold weather injuries while supporting high dexterity tasks and touchscreen use. Key requirements include a minimum CLO rating of 0.65 for thermal protection, flame resistance that prevents melting or dripping, and high durability against abrasion, tearing, and puncture. Vendors must demonstrate familiarity with ANSI 105-2024 standards and provide comprehensive company information, product specifications, pricing, and American manufacturing compliance status. Responses must be submitted electronically in PDF format to Monika Masei at Monika.masei@usda.gov by October 20, 2025, at 5:00 PM EST, with the subject line "ATTN: Cold Weather Glove RFI."
This pre-solicitation notice does not include any set-aside designations and is open to all qualified vendors regardless of business size. No incumbent contractors or current service providers are identified in the opportunity description. The notice does not specify award values or budget ranges, as this is purely a market research exercise for information and planning purposes. Vendors are requested to provide production lead times for quantities of 50 and 200 pairs of gloves, indicating the potential scale of future procurement needs. The government emphasizes that this Request for Information (RFI) does not constitute a solicitation and is being used solely to develop an acquisition strategy under FAR 52.215-3. Timeline requirements focus on the ability to transition to American manufacturing if current production is not compliant, with vendors asked to specify necessary changes and implementation timeframes.
