About this opportunity
The Defense Logistics Agency (DLA) Energy is seeking vendors to establish Basic Agreements for ground fuel services across nine states and Washington DC. The solicitation targets contractors with industry expertise capable of handling high-tempo, time-constrained fuel supply requirements for Department of Defense and Federal Civilian customers. The procurement will cover multiple fuel products including diesel, gasoline, jet fuel, and AVGAS, with potential future requirements to be solicited through either Request for Proposals (RFP) for long-term contracts or Request for Quotations (RFQ) for one-time purchases. The solicitation was posted on May 13, 2020, with responses due by June 12, 2020, indicating a relatively short response window of 30 days. While specific evaluation criteria are not explicitly detailed in the notice, the agency appears to prioritize vendor capability to meet dynamic fuel supply needs across multiple jurisdictions.
The solicitation is not designated as a set-aside contract, meaning it is open to all qualified vendors in the Petroleum Refineries (NAICS 324110) and Fuel Oils (PSC 9140) categories. The place of performance is the United States, specifically covering Delaware, Indiana, Kentucky, Maryland, Ohio, Tennessee, Virginia, West Virginia, and Washington DC. The contract mechanism allows for flexible procurement methods, suggesting the potential for multiple awards to different vendors based on geographic or operational capabilities. Specific award values or precise quantities of fuel are not specified in the notice, indicating the government's intent to maintain flexibility in future fuel procurement. The attached government files, including quality assurance provisions and standard forms, suggest a comprehensive and structured approach to vendor selection and contract management.
Notice text
DLA is seeking vendors who have the industry knowledge to handle high tempo and time-constrained requirements. DLA Energy intends to enter into Basic Agreements with eligible contractors to agree, in advance of the award of any requirement, to the terms and conditions for the supply and delivery of fuel products, including diesel, gasoline, jet fuel, and AVGAS, within the DLA Energy COG 3 PC&S 3.23 program. This program requires vendors to provide ground fuel services to the Department of Defense (DoD) and Federal Civilian customers in various locations in the states of Delaware, Indiana, Kentucky, Maryland, Ohio, Tennessee, Virginia, West Virginia and Washington DC. This fuels product list is not exhaustive; additional requirements may emerge as determined by the Government’s needs. The method for soliciting future requirements will be either through issuance of a Request for Proposals (RFP) for award of a long-term contract (LTC), or through issuance of a Request for Quotations (RFQ) for the award of one-time purchase contracts, commonly known as One-Time Buys (OTBs).
