About this opportunity

The Central Arkansas Veterans Healthcare System (VACHS) is seeking a contractor to install and maintain a code blue alpha-numeric paging system for its facilities in Little Rock and North Little Rock, Arkansas. The Department of Veterans Affairs Veterans Health Administration is procuring a comprehensive communication system that includes installation of paging system hardware, delivery and programming of 200 Apollo AP-700 pagers, and ongoing preventive maintenance. The solicitation requires interested parties to be registered in the U.S. Small Business Administration's Veteran Small Business Certification (VetCert) database and the System for Award Management (SAM) as of the quote and award dates. The actual solicitation will be issued on or about April 8, 2025, with proposals due by May 18, 2025. Contractors must meet specific technical requirements, including HIPAA-compliant messaging, encrypted communication, and the ability to transmit emergency medical event messages within 10 seconds to specific hospital zones and staff groups.

The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 517122, with a small business size standard of 1,500 employees. The contract structure includes a 12-month base period with four additional 12-month option periods, indicating a potential total contract duration of five years. The system must support 2,000 physical pagers/users and have capabilities for messaging across phone applications, email, and text platforms. Technical specifications require 99.9% system availability, reliability, and accuracy, with potential liquidated damages of $37.50 per affected individual in the event of a data breach. Contractors must also comply with VA information security and privacy protocols, including mandatory cybersecurity and privacy training for personnel accessing VA information systems. While no specific award value is mentioned, the comprehensive technical requirements suggest a significant investment in communication infrastructure for the Veterans Healthcare System.
