About this opportunity
The Department of Veterans Affairs Veterans Health Administration, specifically Network Contracting Office 16 located in Ridgeland, Mississippi, is conducting a sources-sought market research inquiry for a Code Blue Alpha-Numeric Paging System for Central Arkansas Veterans Healthcare System facilities in Little Rock and North Little Rock, Arkansas. The procurement seeks a comprehensive solution involving pager system procurement, installation, and maintenance, with a proposed NAICS code of 517122 and a small business size standard of 1,500 employees. Interested vendors must submit a capability statement, business name, point of contact, SAM UEI number, and manufacturer information by 4:00 PM CT on March 12, 2025, to james.hunt2@va.gov. The sources-sought announcement is designed to gauge market interest and potential contractor capabilities before issuing a formal solicitation. While the eventual solicitation may potentially be set aside for Service-Disabled, Veteran-Owned Small Businesses (SDVOSB), all parties are currently invited to respond.
The draft Performance Work Statement indicates a requirement for a minimum of 2,000 standalone pagers with accompanying iOS application licenses, emphasizing system capabilities such as rapid messaging, zone-based communication, group messaging, and robust security features. The system must demonstrate 99.9% availability, HIPAA compliance, and maintain a 90% customer satisfaction rate. Contractors will be expected to provide comprehensive documentation, including project plans, user manuals, training materials, and maintenance procedures, and must comply with stringent security protocols involving background checks and cybersecurity training. While no specific award value was mentioned, the detailed technical requirements suggest a sophisticated and potentially significant technology implementation. The contract will include provisions for liquidated damages of $37.50 per affected individual in case of data breaches, underscoring the critical nature of system security and reliability in a healthcare setting.
