About this opportunity
The U.S. Embassy in Lisbon, Portugal, is seeking a contractor to rehabilitate and repair Carvel Stone pavement at the embassy compound through a firm fixed price contract. The procurement specifically targets the restoration of two culturally significant pavement elements: "Paralelos" (granite cobblestones) and "Calcada Portuguesa" (Portuguese mosaic pavement) that have been damaged by natural erosion and tree root growth since the campus construction in 1983. Only companies or individuals specializing in this field should apply, and contractors must be registered in the System for Award Management (SAM) database with contracts valued over $30,000. The government intends to award to the responsible company submitting the lowest-priced, acceptable offer, potentially without holding discussions. Critical dates include a mandatory site visit on August 18, 2025, at 9:00 AM (participant names due by August 13), questions due by August 22, 2025, at 5:00 PM GMT, and quotations due by September 10, 2025, at 5:00 PM GMT.
This procurement does not utilize any set-aside designations and is open to all qualified contractors. No information about incumbents or current contractors is provided in the solicitation documents. The contract does not specify award values or budget ranges, though it requires detailed unit pricing from contractors along with a comprehensive work plan and Gantt chart. The work must be performed at the U.S. Embassy compound located at Avenida dos Combatentes in Lisbon, Portugal, with activities conducted during normal business hours. The contractor will be responsible for conducting a comprehensive site survey, carefully salvaging and reinstalling existing stones, addressing soil stability issues, and maintaining the original cultural integrity of the pavement patterns, all backed by a one-year workmanship guarantee.
