About this opportunity
The Department of Energy's Oak Ridge National Laboratory is procuring a Cobalt-60 gamma irradiator through the Nuclear Energy and Fuel Cycle Division to expand their material radiation research capabilities. The solicitation requires a vendor to design, fabricate, inspect, test, deliver, and install a complete gamma irradiation system featuring a larger sample chamber that will enable researchers to study how radiation affects various material properties and processes. The irradiator must include a minimum 8,000 Curie Cobalt-60 source with variable dose rates of at least 500,000 R/hr, a chamber measuring at least 10" x 10" x 40", and comprehensive safety systems including electro-mechanical interlocks and automatic source shielding. The evaluation will use a best value tradeoff method with technical factors weighted most heavily, followed by management approach, past performance, exceptions to requirements, and cost/price. The solicitation was posted on August 21, 2025, with proposals due by September 18, 2025.
This procurement does not utilize any small business set-aside designations and will be awarded as a firm fixed-price subcontract on a competitive basis. The government files do not identify any current incumbents or potential contractors for this specialized equipment procurement. While specific contract values are not disclosed in the available documentation, the technical specifications indicate a substantial investment given the specialized nature of the equipment, including requirements for the device to weigh no more than 15,000 pounds and operate within a total footprint not exceeding 48" x 168" x 96". The irradiator will be installed and operated at Oak Ridge National Laboratory in Oak Ridge, Tennessee, where it will support various DOE programs focused on understanding radiation effects on materials. The contractor will also be responsible for providing comprehensive operator training, technical documentation, and on-site installation and startup services.

Cobalt-60 Irradiator
The Nuclear Energy and Fuel Cycle Division (NEFCD) is acquiring a new irradiator featuring a larger sample chamber, significantly expanding the types of materials that can be studied. This irradiator uses a shielded cobalt-60 gamma ray source to conduct material irradiation experiments, helping researchers better understand how radiation affects material properties and processes. During operation, samples are placed in the chamber, sealed, and lowered toward the source for a specified exposure period. This well-characterized gamma source provides substantial benefits across various DOE programs.
