About this opportunity

The Air Force Test Center (AFTC) at Arnold Air Force Base, Tennessee has issued a Special Notice announcing their intent to conduct a sole source procurement for specialized coaxial thermocouples. The acquisition is specifically targeted at Medtherm Corporation (CAGE: 53103) to fulfill requirements for thermocouples needed at the AEDC Hypervelocity Wind Tunnel 9 facility. The procurement will utilize simplified acquisition procedures under the authority of 10 U.S.C 3204(a)(1), which permits contracting officers to solicit from only one responsible source when no other property or services will satisfy agency needs. The notice emphasizes that this is not a request for competitive quotes, though the government will consider responses received by the deadline. The acquisition falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing.

The purpose of this procurement is to establish a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for three specific thermocouple models critical to hypersonic testing programs supporting U.S. National Defense. Contractors interested in responding must submit their information electronically by 10:00 AM CST on July 25, 2025, to the designated contract specialist and contracting officer. The government's determination to proceed with sole source procurement is based on Medtherm Corporation being the only vendor capable of meeting mandatory technical requirements, including NIST-traceable Type-E materials, 10-microsecond response times, and the ability to contour to test article outer mold lines. The thermocouples are essential for heat transfer measurements in the unique and stressing Tunnel 9 hypervelocity test environment, where they have been successfully utilized for over 30 years. If no favorable responses are received by the deadline, the government will proceed with contract negotiations with Medtherm Corporation, with an anticipated award date no later than October 30, 2025.
