About this opportunity
The Air Force Life Cycle Management Center (AFLCMC), Installation Contracting Division at Wright-Patterson Air Force Base, Ohio is conducting market research for an Automated Coagulation Analyzer System for the Wright-Patterson Medical Center with a sources-sought response due by August 25, 2026. This is a market research notice only and does not constitute a request for proposals; responses cannot form a binding contract.
The Government solicits capabilities packages from all potential sources, including but not limited to small business (SB), 8(a) participants, HUBZone Small Business, Economically Disadvantaged Women-Owned Small Business (EDWOSB), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is unclassified and carries no mandatory set-aside, though the Government indicates it will evaluate whether to set the requirement aside for small businesses if sufficient demonstrated interest and capability exist.
Place of performance is Wright-Patterson Air Force Base, Ohio (4881 Sugar Maple Drive, Building 830 Area A, DoDAAC HT1135). The requirement mandates two new, fully integrated coagulation analyzers capable of 100+ tests per hour throughput, supporting Prothrombin Time (PT), Activated Partial Thromboplastin Time (aPTT), D-Dimer, and Fibrinogen testing for approximately 2,300 annual tests. Equipment must include walk-away fully automated random access operation, bidirectional MHS-Genesis interface compatibility with auto-validation, 671 nm LED-based clot detection, and capability to sample directly from Sarstedt collection devices. Refurbished or remanufactured equipment is prohibited. The contractor must perform installation, validation per CLSI and CAP standards, method validation within 90 days of delivery, and provide one-year warranty with extended service agreement including two-hour phone response and unlimited business-hours onsite service calls.
The contract performance period is 12 months with four optional 12-month extensions commencing within 5 days of award. Lead time is one month post-award, with quarterly drop shipment delivery thereafter. The Government seeks cost-per-reportable (CPR) pricing. Current contract expires September 12, 2026; existing instruments reach end-of-life June 1, 2027.
Respondents must submit ten pieces of company survey information, five capability questions addressing manufacturing location, facility capabilities, past project experience, technical barriers, and market pricing, and demonstrate clear technical compliance with specifications. Small business respondents must provide detailed rationale on FAR clause 52.219-14 compliance and subcontracting arrangements. Contact: Dametria Walder.
