About this opportunity
The U.S. Fish and Wildlife Service seeks construction services to repair asphalt surfaces at Rocky Mountain Arsenal National Wildlife Refuge in Adams County, Colorado, with quotations due October 23, 2026, at 4:00 PM Mountain Daylight Time. This is a re-solicitation (RFQ 140FGA26Q0080) with no set-aside; Amendment 1, posted October 23, extends the deadline from the original October 29 date and clarifies project scope, roadway transition, reverse capeseal, patching, traffic control, warranty, and scheduling requirements. Offerors must acknowledge receipt of Amendment 1 in their submission.
Place of performance is Rattlesnake Hill Road (FWS Route 101), extending 0.75 miles from Havana Street to a metal swing gate. The road measures 22.7 feet wide and is in poor condition. Work includes full-depth asphalt patching of approximately 338 square yards (6 inches depth) and reverse capeseal surface treatment (slurry leveling course followed by 3/8-inch aggregate placement and compaction) on the entire roadway length, with crack sealing and one-year warranty on reverse capeseal work from completion. Contractor must comply with SECTION 321216 asphalt paving specifications, including material requirements (asphalt binder CDOT PG 64-22 or PG 58-28, emulsified asphalt tack coat, hot-mix asphalt with 10–25 percent recycled content) and installation procedures. Performance runs from November 9, 2026, to March 31, 2027; work must commence within 14 calendar days of notice to proceed. Normal working hours are Monday–Friday, 7:00 AM–4:30 PM, with coordination required outside these hours.
Estimated award value is $100,000 to $250,000. Contract is firm fixed-price with Davis-Bacon wage requirements applying; awards exceeding $150,000 require performance and payment bonds at 100 percent of contract price. Questions are due October 16, 2026. Site visits are scheduled October 6 and October 13 at 10:30 AM MDT (optional but recommended). Evaluation is best-value based on relevant experience with similar pavement preservation and roadway surface treatment projects completed within the last three years and price reasonableness, without formal rating systems or weighted scores. Quotations require Standard Form 1442, itemized cost breakdown, documentation of three similar projects within the past three years, and all applicable FAR representations and certifications. Electronic submission via email to nicole_johnson@ios.doi.gov in PDF or Microsoft Office formats. NAICS 237310 (Highway, Street, and Bridge Construction); PSC Z2LB.
