About this file

This is Amendment 001 to a federal solicitation for construction services on Rattlesnake Hill Road at the Rocky Mountain Arsenal National Wildlife Refuge. The amendment incorporates government responses to vendor questions and revises the solicitation to clarify project scope, roadway transition requirements, reverse cape seal requirements, asphalt patching requirements, traffic control responsibilities, warranty provisions, and project scheduling. The solicitation number is 140FGA26Q0080, issued by the Fish and Wildlife Service (FWS) from the Fish and Wildlife Service GAOA office in Falls Church, Virginia. The amendment extends the proposal due date to Thursday, October 29, 2026, to allow offerors adequate time to consider updated requirements. Offerors must acknowledge receipt of the amendment in their proposal submission.

The project requires roadway pavement preservation work including full-depth asphalt patching (6 inches depth, 338 square yards), reverse cape seal surface treatment consisting of slurry leveling course followed by 3/8-inch aggregate placement and compaction, and crack sealing. The contractor must provide one year warranty for reverse cape seal work from completion date. The period of performance runs from November 9, 2026, to March 31, 2027. Offerors should submit three examples of similar projects completed within the last three years, with emphasis on roadway surface-treatment work comparable to reverse cape seal treatment. The government recognizes weather-dependent paving operations and may coordinate the Notice to Proceed to support successful completion. Limited staging areas and water may be available on-site subject to coordination with refuge personnel. Road closure is permitted during construction with minimal contractor effort required for traffic control.

RMA-Patching and Reverse Capeseal Rattlesnake

Hill Road

Amendment 1 incorporates Government responses to vendor questions and revises the solicitation to clarify the project scope, roadway transition requirements, reverse cape seal requirements, asphalt patching requirements, traffic control responsibilities, warranty provisions, and project scheduling considerations. This amendment also revises the instructions regarding submission of similar project experience and extends the proposal due date to Thursday, October 29, to allow offerors adequate time to consider the updated solicitation requirements. Offerors shall acknowledge receipt of this amendment in their proposal submission.

Q1. Does the scope of work include the entire road, including the circular area at the top east end on the map?

A1. The scope includes all work within the project limits identified in the solicitation for Rattlesnake Hill Road from Havana Street to the large metal swing gate. The circular area shown on the project map is included to the extent necessary to provide an appropriate transition between pavement surfaces within the project limits and adjacent pavement surfaces outside the project limits. Offerors should base their proposals on treating all pavement surfaces within the identified project limits.

Q2. What is the required depth of asphalt patching? Is it 4 inches?

A2. No. Asphalt patching shall consist of full-depth repair in failed areas. The contractor shall sawcut, excavate to a depth of

6 inches, prepare and compact the subgrade, apply tack coat, and replace with 6 inches of compacted asphalt.

Q3. Can the entire road be closed during construction activities?

A3. Yes. The road may be closed during

Contractor-developed traffic control measures should be limited to those reasonably necessary to safely perform the work.

Q4. Is there a designated location on-site for disposing of asphalt debris, or must all debris be hauled off-site?

A4. No designated disposal area is currently identified. Contractors should assume that asphalt debris will be removed and disposed of in accordance with applicable local, state, and federal requirements unless otherwise approved by the Government.

Q5. Is the existing asphalt considered contaminated material?

A5. The Government is not aware of any contamination within the existing asphalt pavement. Contractors may assume conventional asphalt paving waste handling unless otherwise identified by the Government.

Q6. If the circular area is included in the scope, would the Government consider full-depth milling, leaving the existing material in place, grading, recompacting, and installing 4 inches of asphalt?

A6. Refer to Question 1. The circular area is not included within the primary project scope except as necessary to provide an appropriate transition between pavement surfaces within and outside the project limits. Offerors shall prepare proposals based on the solicitation requirements. Alternative approaches may be proposed for Government consideration but are not required.

Q7. Can you confirm whether the road is required to receive a chip seal treatment?

A7. The project requires a reverse (inverted) cape seal treatment. The reverse cape seal consists of a slurry leveling course followed by aggregate placement and compaction. The

(C) intent is to complete the reverse cape seal treatment described in the solicitation.

Q8. If the project has a fixed budget, would the Government consider performing additional asphalt patching this year and postponing the surface treatment until next year?

A8. Offerors may propose alternative phasing approaches for Government consideration.

However, proposals should be based upon completing the work described in the solicitation. Any alternative phasing or sequencing would be evaluated separately and would require Government approval.

Q9. Should contractors use the quantities provided in the solicitation when preparing their proposals?

A9. Yes. Offerors should utilize the quantities identified in the solicitation documents when preparing proposals unless otherwise noted by amendment.

Q10. Is a geogrid reinforcement layer required beneath the asphalt patching?

A10. No. The solicitation requires geotextile replacement where geotextile is removed during full-depth patching. A geogrid reinforcement layer is not specifically required.

Q11. Can you confirm whether hot rubberized crack sealing is excluded from the scope of work?

A11. No. The solicitation includes crack-sealing requirements. Contractors should include any crack sealing necessary to satisfy the requirements of the specifications.

Q12. Section 2.7 - Surface Overlay: Please confirm whether the 10-year warranty requirement is accurate.

A12. The 10-year limited warranty requirement for surface overlays does not apply to the reverse cape seal treatment required under this project. Reverse cape seal is considered a surface treatment rather than a surface overlay. The required warranty period for reverse cape seal work shall be one year from

Q13. Section 1.3 - Quality Assurance: Would the

Government consider extending the completion date to June 30, 2027?

A13. The Government recognizes that paving operations are weather dependent. The Notice to

Proceed date and performance period may be coordinated to support successful completion of the work under appropriate weather conditions.

Offerors may identify alternative scheduling recommendations for Government consideration.

Q14. Section 3.10 - Geotextile: Please note that the work does not affect the existing geotextile fabric.

A14. Existing geotextile may remain in place where undisturbed. However, where geotextile is encountered and removed during full-depth patching operations, replacement shall be required consistent with the specification requirements.

Q15. Will slurry seal, chip seal, and patching projects count as similar experience?

A15. The solicitation is revised as follows:

Provide three examples of projects completed within the last three years that are similar in size, scope, and complexity to the work required by this solicitation.

Similar projects include roadway pavement preservation, rehabilitation, or surface-treatment projects such as reverse cape seal, cape seal, chip seal, slurry seal, microsurfacing, asphalt patching, crack sealing, or similar roadway surface-treatment systems.

The Government will place particular emphasis on experience performing roadway surface-treatment work comparable to the reverse cape seal treatment required under this solicitation.

Projects incorporating multiple preservation activities, including surface treatments, asphalt patching, and crack sealing, may be considered more relevant than projects

Q16. Please provide the slurry type, chip size, emulsion grade, and application rates for the reverse cape seal.

A16. The reverse cape seal shall consist of a slurry leveling course followed by placement and compaction of 3/8-inch aggregate. Offerors may propose materials, application rates, and mix designs consistent with industry standards and manufacturer recommendations for a reverse cape seal system. Proposed materials will be subject to Government review and approval.

Q17. Do the geotextile, crack sealant, and

SealBest overlay sections of the specification apply to this road?

A17. Geotextile requirements apply only where geotextile is disturbed or removed during full-depth patching operations. Crack-sealing requirements apply to the project.

Surface-overlay requirements associated with

SealBest-equivalent products do not apply to the reverse cape seal treatment required by this project.

Q18. What patch depth should be priced, and will patch areas be marked?

A18. Offerors shall price patching based on

6-inch full-depth asphalt repair as clarified herein. The Government reserves the right to identify and confirm final patch locations during project execution. The approximate quantity of patching remains 338 square yards.

Q19. Can the Notice to Proceed be timed so the performance period falls within suitable paving weather?

A19. Yes. The Government recognizes the weather-sensitive nature of pavement preservation work and may coordinate the Notice to Proceed and performance period to support successful completion under suitable paving conditions.

Q20. Is water available on site, and is there a staging area?
