About this opportunity
The Federal Highway Administration anticipates soliciting construction services for the Holzwarth Culvert replacement project in Rocky Mountain National Park, Colorado, with advertisement expected in September 2026.
The project replaces a six-barrel corrugated metal arch pipe culvert on the Holzwarth Access Road with a steel girder bridge. The culvert is located approximately nine miles north of Grand Lake, Colorado, along US Highway 34 at 8,900 feet elevation and currently conveys Colorado River flow while providing access to the Holzwarth Historic Site and employee housing. The work scope includes removal of the existing culvert, construction of a new steel girder bridge with cast-in-place concrete deck, new bridge abutments and micropiles, temporary stream diversion and riprap, new aggregate roadway surfacing, and relocation of an existing electrical line and historic head gates into a new concrete slab. Principal work items consist of one bridge removal, 120 tons of roadway aggregate, one prefabricated modular steel bridge (10 feet wide by 48 feet long), 180 linear feet of 8.68-inch diameter micropiles, and temporary stream diversion.
Access constraints are significant: the Holzwarth Culvert Access Road is approximately 13 feet wide with tight turns, requiring temporary widening to prevent truck off-tracking onto sensitive environmental resources. A temporary truck turnaround is necessary as no construction access is permitted more than 100 feet west of the bridge. This is not an invitation for bid; plans and specifications are not yet available. The pre-solicitation notice response deadline is September 9, 2026.

Located in Rocky Mountain National Park, approximately nine miles north of Grand Lake, CO, along US HWY 34 at an elevation of 8,900 feet, the culvert conveys flow from the Colorado River and provides access to the Holzwarth Historic Site. The purpose of this project is to prevent future roadway damage and flooding while maintaining access to employee housing, the historic site, and National Park Service and Forest Service recreation opportunities.
