About this opportunity

The Department of State's US Embassy Bogota seeks comprehensive professional engineering services for design and stability analysis of a perimeter retaining wall at the Chief of Mission Residence, with sealed bids due August 31, 2026. The Government intends to award a firm fixed-price contract to the lowest priced technically acceptable offeror without discussion, though discussions with the competitive range may occur if necessary.

Place of performance is Bogotá, Colombia. The existing stone masonry gravity retaining wall, 2.8 to 3.5 meters in height, exhibits structural distress along Carrera 4ta and requires geotechnical investigation, structural assessment, and an Issued-for-Construction design package meeting international seismic design standards. The scope spans six phases over 150 calendar days: site investigation (Days 1–10), geotechnical and structural assessment (Days 11–40), concept engineering design (Days 41–65), detailed engineering design (Days 66–95), documentation and specifications (Days 96–120), and agency review and support (Days 120–150). Offerors must develop three geotechnical solution alternatives and address both tree-removal and tree-retention scenarios. Soil testing activities and traffic management plan costs are included in scope and incorporated into hourly rates. Design firms selected cannot participate in subsequent construction bidding.

Deliverables include 35%, 60%, and 100% design submittals with site plans, floor plans, specifications, construction cost estimates, and IFC design packages. Offerors must submit SF-1442, SF-330, detailed pricing (including professional hourly rates, cost breakdowns, audit reports, and financial statements for the last three fiscal years), and errors and omissions insurance documentation. All submissions are in English via email to BOGOTAGSOCOMPRAS@STATE.GOV; file size limit is 30MB per email. A mandatory site visit is scheduled August 19, 2026, at 9:00 AM; attendee details must be provided by August 12. Questions are due August 25. NAICS 541330, PSC C220. Offerors must register in SAM.gov prior to submission per FAR 4.1102. NDAA Section 889 certification is required.

Notice text

The purpose of this project is to procure comprehensive professional engineering services to conduct a comprehensive technical evaluation, stability analysis, and final design for a stabilization solution regarding the existing retaining wall structure located along the Carrera 4ta perimeter. The subject wall exhibits signs of structural distress, including [mention specific symptoms if known, (e.g., lateral displacement, cracks, or bulging), which threaten the integrity of the Embassy’s perimeter security boundary. This project entails rigorous geotechnical and structural intervention, starting from subsurface investigation and ending with the delivery of an Issued-for-Construction (IFC) design package. The project’s primary objective is to define a technically robust and long-term remediation solution that restores the wall’s structural stability, meets international seismic design standards, and ensures the continued security and protection of the compound.

An existing gravity retaining wall constructed in stone masonry, with variable height between 2.8m and 3.5 m, is located along Carrera 4 adjacent to the CMR.
