The project involves comprehensive exterior and interior repainting work, including application of two coats of paint on various surfaces such as cement plaster, doors, window trims, wooden balconies, and metal rails. Contractors must be registered in the System for Award Management (SAM) database and provide proof of insurance to qualify for consideration. The government intends to award the contract to the lowest-priced, acceptable, and responsible quoter based on initial proposals without discussions, though discussions may be held with companies in the competitive range if necessary. A mandatory site visit is scheduled for August 13, 2025, at 10:00 AM, with attendee names due by August 11, 2025, at 15:00, and all quotations must be submitted electronically by August 22, 2025, at 13:00.

This solicitation does not utilize any small business set-aside designation and is open to all qualified contractors. The anticipated contract value ranges between $25,000 and $100,000, with a performance period of 45 days from the notice to proceed. The work will be performed at the Chief of Mission Residence in Ljubljana, Slovenia, and requires specific paint materials including Herbosil for exterior facades and various latex colors (white, beige, gray, tan) for interior surfaces from designated vendors Vendo Pusnik and JUB. Quotations must include detailed pricing breakdowns across 16 construction divisions covering labor, materials, overhead, and profit, with the total proposal price calculated in Euros. The project falls under NAICS code 238320 for Painting and Wall Covering Contractors and represents maintenance work for diplomatic family housing facilities.
