About this opportunity

The Federal Aviation Administration is soliciting fixed-price proposals for the installation of a storage building at the Charlotte Douglas International Airport Air Traffic Control Tower in Charlotte, North Carolina. Offerors must provide all labor, materials, equipment, transportation, insurance, licenses, permits, fees and supervision necessary to install a pre-engineered precast concrete storage structure on a new concrete foundation pad. Proposals will be evaluated based on technical approach and past performance, and must be submitted in accordance with Sections L and M of solicitation number 697DCK-22-R-00180 by April 7, 2022. An optional pre-proposal site visit is available on March 22 and all questions must be submitted to the Contracting Officer by March 31.

This requirement is set aside for total small business concerns. The primary NAICS code is 238990 and PSC code S206. The place of performance is Charlotte, North Carolina and the period of performance is 120 days. Interested parties must have a current registration in the System for Award Management and review all attachments pertaining to wage determinations, safety protocols, and technical specifications. The government estimates this will be a firm-fixed price contract between $100,000 and $250,000.

The Federal Aviation Administration (FAA) has a requirement for the installation of a storage building at the Charlotte Douglas International (CLT) Air Traffic Control Tower (ATCT) located at Charlotte, NC.

The SIR/RFP is posted in accordance with FAA Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. Review all attachments pertaining to this solicitation prior to submitting a proposal. This announcement is not intended to guarantee procurement of the services, and must not be construed as a commitment by the Government to enter into a contract. The Government is not liable for cost associated with the preparation, submittal or inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement.

All questions regarding the SIR must be submitted in writing to the Contracting Officer (CO), Ms. Thuylinh TranNguyen, at thuylinh.t.trannguyen@faa.gov. All questions must be received no later than March 31, 2022 at 1500 EDT.

An optional site visit is scheduled for this requirement. The site visit information can be found it the SIR Section L.3. Offerors interested in attending the site visit must provide written notice to the Contracting Officer in accordance with Section L.3.  

To be considered for award of this requirement, the offeror must have a current/valid registration in the Systems for Award Management (SAM) database website: www.sam.gov. To be eligible for award, the offeror must submit a proposal in accordance with Section L and Section M of this SIR. Proposal due date is provided in SIR.
