About this opportunity
The Federal Aviation Administration is procuring Cloud Hosting Services 2.0 (FCS2) to support cloud reseller services across all FAA Lines of Business through Amazon Web Services (AWS) and Microsoft Azure platforms. This procurement will provide Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and ancillary cloud services to support the FAA's Mission Support, Research and Development, Mission Essential, and Mission Critical Operating Environments. The contract will be structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with fixed unit pricing and evaluated using Lowest Price Technically Acceptable (LPTA) criteria under NAICS code 518210. Key requirements include CSP account management, self-service provisioning, financial reporting, incident notification, and access to cost savings options like Reserved Instances limited to one-year terms. The solicitation has been shifted to GSA's Multiple Award Schedule (MAS) Cloud Special Item Number 518210C, with a Request for Quote (RFQ 1782226) posted for vendors holding the appropriate GSA schedule.
This procurement carries no set-aside designation and is an unrestricted competition open to all qualified vendors with GSA MAS SIN 518210C credentials. The FAA's current monthly cloud spending totals approximately $2.06 million, with AWS accounting for $2 million (97% of usage) and Microsoft Azure representing $60,000 across roughly 500 total accounts. The contract will feature a five-year ordering period beginning September 1, 2025, with a 90-day overlap period for transition from the current incumbent contractor. The procurement will transition approximately 200 existing delivery orders and support multiple operating environments critical to FAA's daily aviation operations. While the solicitation timeline has been postponed from the original December 2024 Screening Information Request release date, the government continues to pursue this requirement through the GSA schedule vehicle to meet the September 2025 performance start date.
