About this opportunity
The Federal Emergency Management Agency intends to award a sole-source bridge Blanket Purchase Agreement to SHR Consulting Group LLC for cloud reseller services, with an estimated total value of $24,333,737.11 for the 12-month base year.
The justification cites GSAM 538.7104-3(b)(1)(iii), asserting this is a logical follow-on to the original competitively awarded Federal Supply Schedule order #47QTCA18D002F, which ends 03/29/2026. FEMA states there is insufficient time to conduct a full competitive solicitation before the current performance period expires and notes that the planned transition to a DHS Cloud vehicle will not be completed in time to meet operational needs.
The bridge BPA supports ongoing migration and management of existing systems and data in a cloud environment to enhance cybersecurity, service scalability, service flexibility, data integration, and cost efficiency. AWS and Microsoft Azure are minimum requirements: AWS is the only cloud service provider compatible with FEMA's Disaster Assistance Improvement Program system due to required Service Oriented Architecture services, and Azure enables full integration with Office 365 and Active Directory. FEMA has invested approximately $2.9 million in AWS migration and maintains significant Microsoft Office 365 infrastructure and data across the agency.
The contract is structured as a Hybrid Firm-Fixed Unit Price, Firm Fixed Price, and Time and Material arrangement. Place of performance is Springfield, Virginia. The contract was awarded on 07/27/2026.
Notice text
This bridge BPA will support the ongoing migration and management of existing systems and data in a cloud environment, with the goal of enhancing cybersecurity, service scalability, service flexibility, data integration, and cost efficiency.
OCIO has previously migrated systems and data to Amazon Web Services (AWS) and Microsoft Azure, representing a significant government investment. Therefore, it is essential that this bridge BPA for cloud reseller services includes both AWS and Azure as
minimum requirements. While the BPA may also include additional cloud service providers, AWS and Azure must be available as options to ensure continuity of operations during the bridge period.
Awarded contract 70FA3126A00000004 to unknown vendor for unknown amount on 2026-07-27.
