About this opportunity

The U.S. Coast Guard, under the Department of Homeland Security, is conducting market research through a Request for Information (RFI) for a service maintenance agreement to support and maintain an IP-based Closed Circuit Television (CCTV) system at USCG Sector Delaware Bay in Philadelphia, Pennsylvania. The procurement will involve monthly scheduled maintenance, technical support during business hours (0730-1530 EST, Monday-Friday), emergency response capabilities with four-hour telephone response and twenty-four-hour on-site assistance, and management of software license updates for the system. Key contract requirements include furnishing all labor, materials, equipment, and tools; compliance with personnel identification and security protocols; delivery of post-award conferences, monthly progress reports, and quarterly progress meetings; and achievement of a +/- 99% acceptable quality level for all service outputs. This RFI is strictly for market research purposes and responses will not form binding contracts, though the Contracting Officer may conduct one-on-one meetings with adequate respondents. Responses must be submitted by Monday, April 6, 2026, at 12:00 p.m. EST to Luis Marmol at Luis.a.marmolynirio2@uscg.mil or Mark Hohmann at Mark.Hohmann@uscg.mil.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small businesses. The CCTV system comprises forty-four Bosch cameras of various models supported by Tripp Lite networking equipment, ExacqVision software servers, and related infrastructure requiring specialized technical expertise. The contract will run for a twelve-month base period from September 2026 through August 2027, with four optional one-year renewals available, potentially extending performance through August 2031. The tentative NAICS code is 561621 (Security Systems Services, except Locksmiths), though this classification may change based on additional market research findings. No specific budget or award value has been disclosed in this pre-solicitation notice, and no incumbent contractor information is provided at this stage of the market research process.
