About this opportunity
The National Institute of Health (NIH) Office of Acquisitions and Logistics Management, on behalf of the National Heart, Lung and Blood Institute (NHLBI), issued a Notice of Intent to sole-source a $19.5 million purchase order for a targeted clonal hematopoiesis of indeterminate potential (CHIP) sequencing assay to Vanderbilt University Medical Center (VUMC) in Nashville, Tennessee, with capability statements due by September 14, 2026 at 10:00 a.m. EDT.
This is a non-competitive procurement under FAR Part 13 Simplified Acquisition Procedures, classified under NAICS 541990. VUMC's BICK Lab has developed the targeted CHIP sequencing assay that will serve as an independent verification method for DNA samples previously analyzed through Whole Genome Sequencing. The 12-month base performance period requires VUMC to perform targeted CHIP sequencing assays on 11,000 DNA samples provided by NHLBI and deliver statistical analyses of CHIP reads plus data transfer to NIH via Google Cloud or other suitable means. The sole-source justification rests on VUMC's unique technological capability, data consistency requirements, and the physical location of DNA samples at the facility.
The procurement follows three years of prior work under awards 75N92024P00272 and 75N98026P00647. Interested parties must submit capability statements, proposals, or quotations to Kierre Person (kierre.person@nih.gov) and Roxane Burkett (roxane.burkett@nih.gov), with active SAM registration, pricing, delivery and payment terms, F.O.B. point, UEI, TIN, and business size certification.
