About this opportunity
The Court Services and Offender Supervision Agency (CSOSA) is seeking a contractor to deliver comprehensive clinical training services for its staff of approximately 150-170 clinicians over a three-year period. The training will cover five critical areas: Clinical Supervision for Staff, Clinical Case Management, Client Informed Trauma Care, Clinical Writing, and Clinical Supervision for Supervisors. Instructors must possess a master's degree in behavioral health, professional clinical licensure, and at least five years of experience in behavioral health consulting with an offender-focused background. The contract will be awarded based on technical acceptability and price, with the lowest-priced technically acceptable quote receiving the award. Quotations are due by 11:00 AM EST, 21 days after the solicitation issue date, with the base performance period spanning from August 2025 to July 2026 and two potential one-year option periods available.
The solicitation is specifically set aside for a Women-Owned Small Business (WOSB) under NAICS category 611519 with a small business size standard of $21.0M. All training sessions will be conducted in-person at CSOSA's Washington DC location, with each class containing between 10 and 25 participants. The contract includes two sessions for each training type during the base period and subsequent option periods, allowing for consistent and structured training delivery. While specific award values are not explicitly stated, the pricing sheet indicates placeholders for unit prices and total amounts across the base period and two option periods. The overall objective is to equip CSOSA staff with necessary skills for providing substance abuse and mental health assessments and treatment to clients, with a focus on continuous professional development and high-quality clinical services.
