About this opportunity
The Defense Health Agency seeks clinical reference laboratory testing services via Amendment 0001 to RFP HT001526RE001, with proposals due June 1, 2026. The solicitation is issued as an IDIQ contract with a five-year base ordering period and a five-year option period earned based on contractor performance; the Government intends to award a single contract using best-value tradeoff.
Place of performance is United States. NAICS code is 621511 (Medical Laboratories); PSC is Q301 (Reference Laboratory Testing).
Proposals must be submitted in five separate volumes (Business, Technical, Performance Risk, Small Business Subcontracting, and Price) via email in Microsoft Office-compatible formats. The Technical proposal has a 45-page maximum and is evaluated on four equally-weighted sub-factors: Cybersecurity/Transition/Laboratory Information System Interface; Technical Requirements; Quality Control/Assurance; and Supply Chain Management. Offerors must demonstrate current or planned compliance with CMMC Level 2 (Self) assessment by contract award. Performance Risk evaluation requires three to five past performance references completed within three years and assessed for relevancy and quality.
Small business subcontracting goals are mandatory: 30% total small business participation, 5% Small Disadvantaged Business, 5% Women-Owned Small Business, 3% HUBZone, and 3% Service-Disabled Veteran-Owned Small Business. Offerors unable to meet quantitative goals must provide Good Faith Effort documentation including market research, outreach evidence, written declinations, and technical capability analyses.
Price proposals require firm-fixed pricing for all tests across the ten-year period with a 5% maximum escalation ceiling covering Technology and Pricing Refresh and Economic Price Adjustment combined. Evaluation criteria in descending importance are Technical (Factor 1), Performance Risk/Past Performance (Factor 2), Small Business Subcontracting (Factor 3), and Price (Factor 4). Proposals must receive "Acceptable" ratings on Technical and Small Business Subcontracting, "Satisfactory Confidence" or higher on Performance Risk, and fair and reasonable pricing to be considered for award. The contracting officer is Michael T. Bilicki; primary point of contact is Tamara Fenwick at 210-295-2852.
