About this opportunity
The Medical Readiness Contracting Office - Pacific intends to award a firm-fixed price, non-personal service contract for Clinical Reference Laboratory Testing Services at Brian D. Allgood Army Community Hospital (BDAACH) in South Korea. The Department of the Army Medical Command seeks comprehensive laboratory testing services covering a wide range of medical testing disciplines, including chemistry, hematology, coagulation, urinalysis, transfusion medicine, microbiology, molecular, histology, cytology, and genetic testing. Services will be defined by American Medical Association's Current Procedural Terminology (CPT) coding between 80047 and 88399. The pre-solicitation notice was posted on February 12, 2025, with responses due by February 18, 2025. While this is a sole source notice, the agency will consider capability statements or quotations from responsible sources.
The contract is intended to be sole sourced to Laboratory Corporation of America (LabCorp), the current incumbent contractor for these clinical laboratory services. The proposed contract will run from March 1, 2025, through June 30, 2025, spanning a four-month period. There is no specific set-aside for this procurement, and the NAICS code is 621511 with an annual size standard of $41.5 Million. LabCorp is being considered as the sole source due to its existing infrastructure and ability to quickly provide uninterrupted services without risking patient care continuity. The current contract has reached its ceiling amount, necessitating this interim solution to maintain critical medical laboratory testing capabilities for the military hospital in South Korea.

Allgood Army Community Hospital (BDAACH), South Korea which includes comprehensive support generally encompassing the American Medical Association’s Current Procedural Terminology (CPT) coding within the range of 80047 to 88399, and includes, but is not limited to, support across multiple clinical and anatomic pathology disciplines to include chemistry hematology and coagulation, urinalysis, transfusion medicine, microbiology, molecular, histology, cytology, and genetic testing in accordance with the Performance Work Statement (PWS). The anticipated period of performance is from 01 March 2025 through 30 June 2025 (4-months).
The proposed acquisition is intended as a sole source to Laboratory Corporation of America (LabCorp), the current IDIQ contractor for the Clinical Reference Laboratory Testing Services contract. As the current vendor, Laboratory Corporation of America already has a proven infrastructure in place and therefore is the only source that can meet the short suspense for these services without loss of service to BDAACH and a negative impact to patient care and safety. This notice is neither a request for quote nor a solicitation of offerors; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. The NAICS code for this procurement is 621511 and the annual size standard is $41.5 Million.
