About this opportunity
The Department of Justice Bureau of Prisons Central Office has issued a sole source justification for a clinical reference, education, and competency assessment software program system to support nursing and advanced practice providers within the federal prison system. The justification awards a firm-fixed-price contract to HealthStream for an online platform that will assess, provide, maintain, and monitor ongoing knowledge, skills, and continuing clinical education for healthcare professionals to ensure competency and appropriate ethics. The sole source award is justified based on market research through GSA, NASA SEWP V, and the Small Business Administration that confirmed HealthStream as the only authorized contractor capable of providing the required services, with the Bureau seeking to preserve three years of partner experience and avoid disrupting ongoing platform development. The contract includes a 12-month base period from September 1, 2025 to August 31, 2026, plus two additional 12-month option periods, with a total estimated value not to exceed $571,475. HealthStream's initial contract was awarded in 2022 but experienced implementation delays, with phased introduction beginning in March 2025 and expected nationwide functionality by July 2025.
