About this opportunity

The Defense Health Agency (DHA) is conducting market research through this Sources Sought notice to identify potential contractors capable of providing comprehensive Clinical Quality Management (CQM) support services. The requirement encompasses analytical, programmatic, technical, and healthcare management support across six key subprograms: Healthcare Risk Management, Clinical Measures, Clinical Quality Improvement, Credentialing and Privileging, Patient Safety, and Accreditation and Compliance. Contractors must demonstrate capabilities in data management, healthcare risk management, policy development, subject matter expert services, and extensive knowledge of healthcare quality measurement standards including HEDIS, NCQA, and Joint Commission accreditation requirements. The selected contractor will provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services to support the CQM program. Interested parties must submit capability statements limited to eight pages by 1:00 PM EST on October 7, 2025, via email to Crystal Randolph. This market research effort does not constitute a formal Request for Proposal and does not guarantee future solicitation issuance.

This opportunity is designated as a competitive 8(a) set-aside in accordance with FAR 19.805, targeting certified small disadvantaged businesses within the SBA's 8(a) Business Development Program. The contract will support the Military Health System's operational needs, serving over 9.5 million beneficiaries globally across military hospitals, clinics, and TRICARE networks. No incumbent contractor or current service provider is mentioned in the documentation, suggesting this may be a new requirement or a recompetition. The Sources Sought notice does not specify contract award values, budget ranges, or detailed performance timelines, as this is purely a market research initiative to assess industry capability and interest. The opportunity falls under NAICS code 541611 (Administrative Management and General Management Consulting Services) and PSC code R408 (Support-Professional: Program Management/Support). The notice was posted on September 23, 2025, with responses due by October 7, 2025, providing interested contractors with a two-week window to prepare and submit their capability statements.
