About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its Western Acquisition Division in Boulder, Colorado, is conducting market research for the procurement of climate control equipment purchase and installation for three National Weather Service Weather Forecast Offices located in Gray, Maine; Wilmington, Ohio; and Morehead City, North Carolina. The procurement objective is to prevent damage and efficiency reduction of hydrogen generators by installing climate control systems that maintain interior temperatures between 50-75°F in small insulated cement block structures, mitigating risks from low temperatures and freezing conditions that could cause over $15,000 in repair costs. All business types are encouraged to submit concise capability statements of no more than five pages, which must include company information, DUNS number, business classification validated through SAM, contact details, and demonstrated capabilities for the specified requirements. Interested firms must also complete a market research survey in addition to their capability statements. The submission deadline is 5:00 PM ET on August 11, 2025, to Contracting Officer Nick Brown via email.
This sources sought notice does not utilize any set-aside designations, making it available to all business concerns including large businesses and various small business categories. No incumbent contractors or current service providers are mentioned in the documentation. While no specific contract values or budget ranges are disclosed, the notice indicates that each location requires cold-climate mini-split heat pump systems with 10,000-13,000 BTU/hr heating capacity, backup electric resistance heaters, programmable thermostats, and temperature sensors. The period of performance extends from the date of award through November 30, 2025, providing approximately three to four months for completion. The procurement covers three distinct Weather Forecast Office locations across different states, with facility engineering drawings to be provided at the time of solicitation rather than during this market research phase.
