About this opportunity

The Pretrial Services Agency (PSA) issued Solicitation Number 959P0025Q0017 for Software Development and Software Integration services to modernize its Client Management System (CMS), specifically the existing Pretrial Real-time Information System Manager (PRISM). The modernization scope encompasses architecture, data governance, interconnections, network and platform infrastructure, legacy source code, system security, and web components, with new capabilities designed to integrate with existing Azure commercial infrastructure while maintaining backwards compatibility through bridge development. Key contract requirements include performing modernization in phases, keeping the legacy system in production until full replacement is achieved, implementing Agile/Scrum methodology, ensuring compliance with federal security standards and accessibility requirements, and employing personnel with bachelor's degrees and relevant experience in software development, cloud engineering, and information security who must obtain Public Trust Security Clearance. The government planned to evaluate proposals based on technical approach, organizational experience, past performance, and price, with award to the lowest-price technically acceptable offeror. The original proposal deadline was September 17, 2025, at 1:00 PM EST, which was amended to September 18, 2025, at 1:00 PM EST, and the question submission deadline was September 8, 2025, at 1:00 PM EST.

The solicitation contained no set-aside designation and did not identify any incumbent contractors. The contract structure provided for a firm-fixed-price arrangement with a base year plus four one-year option periods, running from September 30, 2025, through September 29, 2030, with each phase lasting approximately one year and addressing specific functionality areas including Drug Testing Specimen Collection, Client Information and Criminal History, Risk-Based Supervision Services, Treatment, and Diagnostic and Release Information. The specific award value was not disclosed in the solicitation notice. The place of performance is located in Washington, DC 20004. However, on December 12, 2025, Amendment #0002 was issued canceling the entire solicitation in its entirety, with the project to be re-solicited as a fiscal year 2026 requirement in SAM.gov, effectively superseding all prior proposal submission requirements and deadlines.
