About this opportunity
The Defense Logistics Agency (DLA) Distribution has issued a Notice of Intent to Award a Sole Source Contract for law enforcement telecommunications services. DLA Distribution intends to award a purchase order to the County of San Joaquin for access to the County and State Law Enforcement Telecommunications system (CLETS) to support its facility in Tracy, California. The contracting officer has determined that only one source is reasonably available under FAR 13.106(b)(1)(i) authority. This determination is based on the unique direct connection to CLETS that was established years ago through the county and cannot be replicated through alternative sources. The requirement is classified under NAICS code 541519 with a small business size standard of 34 million employees and PSC Code DA01.
The primary objective of this notice is to maintain DLA Distribution's access to CLETS, which is essential for vetting individuals seeking installation access clearance at the San Joaquin facility. Interested contractors may submit qualifications and capabilities demonstrating their ability to provide this service by January 28, 2026 at 5:00 PM EST, with responses directed to Deborah Johnson at Deborah.L.Johnson@dla.mil. Since CLETS is governed exclusively by California State law and regulations, all service requests must be processed through the local county, making the County of San Joaquin the only authorized source for this requirement. The Government retains sole discretion to determine whether to conduct a competitive procurement based on any responses received; if no affirmative responses are submitted, a purchase order will be awarded directly to the County of San Joaquin. No formal competitive solicitation will be issued or posted to SAM, as this notice is for informational purposes only.
